Lawsuit over homeless conditions in Orange County returns to state court

The 9th U.S. Circuit Court of Appeals vacated a decision by U.S> District Judge David O. Carter to hear the case in federal court.

Advocates for the homeless can continue to pursue claims in state court that Orange County shelters have unsafe conditions and policies that are unconstitutional, a 9th U.S. Circuit Court of Appeals panel ruled.
