Residential development not OK in Redondo Beach coastal zone, judge finds

"Nothing in the Coastal Act authorizes the city to issue a [Coastal Development Permit] that is non-compliant with the [Land Use Plan] and the Coastal Ordinance," Judge James C. Chalfant wrote in a tentative order, ruling against a developer.

A Los Angeles judge denied a property developer's petition for an order commanding the city of Redondo Beach to approve his application for a residential development under the builder's remedy. The judge found that residential development is not permitted at the project site in the city's coastal zone.
