CEQA decision could have ‘cold water effect’ for delay tactics

The case concerned an application by Hilltop Group Inc. to develop a recycling facility on a parcel of land in San Diego County designated for industrial use, to be known as the North County Environmental Resources Project.

A Court of Appeal decision regarding an industrial development in San Diego County has been heralded as transformative in its ability to curb attempts to delay projects approved under streamlined CEQA exemptions.
