Law against sending minors unsolicited social media messages faces hurdle

SB 976, a bill signed into law Friday by Gov. Gavin Newsom, is one of several bills in California to impose requirements on social media companies out of concern that children are suffering mental harm due to excessive online use. But First Amendment challenges await.

A new California law is taking aim at social media company practices that send unsolicited notifications to minors is expected to run into a familiar hurdle: the First Amendment.

SB 976, a bill by state Sen. Nancy Skinner, D-Berkeley, was signed into law Friday by Gov. Gavin Newsom. It is one of several bills in California to impose requirements on social media companies out of concern that children are suffering mental harm due to excessive online use.
