How to define low-income Hispanic class concerns judge in zoning permit case

An Orange County health care organization has challenged Santa Ana's zoning ordinances regarding how it regulates non-profit health centers operating in the downtown area.

A federal judge said he had concerns about how a protected class of low-income Hispanic residents is distinguished in a case where the city of Santa Ana is trying to drop due process claims regarding how it authorizes non-profit health clinics to operate in the downtown area.
