California one of 3 states with no general oversight of public defenders

Public defenders conference says counties that lack a designated office have gaps in justice for indigents.

At a conference of public defenders, one panelist had what might be a controversial point of view to some: California needs to catch up to South Dakota. According to research for the Sixth Amendment Center, the Golden State is just one of three in the nation that lacks statewide oversight of public defender's offices.
