A key witness testified on Wednesday that former Los Angeles Deputy City Attorney James Clark, currently the subject of State Bar disciplinary proceedings related to the disastrous 2013 Los Angeles water billing fiasco, had nothing to do with a scheme by outside counsel to engineer a ratepayer lawsuit that would be favorable to the city.
