James Clark denies role in reverse auction scheme over LA water bills

Former LA city attorney James Clark denied knowledge of a reverse auction scheme in the 2013 water billing scandal, claiming shock upon discovering incriminating documents on a colleague's computer.

Former Los Angeles Deputy City Attorney James Clark, currently the subject of State Bar disciplinary proceedings related to the disastrous 2013 Los Angeles water billing fiasco, testified on Thursday that he had no knowledge of an alleged scheme to engineer a "reverse auction" in the city's favor until he was shown evidence on another former city attorney official's computer.
