Judge Wins Mayoral Election by 2-1 Margin

SAN BERNARDINO - By a 2-1 margin, voters have put a Superior Court judge in the mayor's office of this city. Voters chose Patrick J. Morris over San Bernardino City Attorney James Penman, whose strong policing approach to solving the city's rising crime problem starkly contrasted with a holistic plan offered by the judge.
