Commissioner Goes at Full Speed to Keep Traffic Court Moving

SACRAMENTO - Sacramento Superior Court Commissioner Raoul M. Thorbourne keeps the line moving. It's 4:10 p.m., and his traffic court is running late. The clerk and bailiff are visibly tired, and the remaining parties are not holding up well. One woman, exasperated by the delay, leaves before her case is heard.
