Judge halts relief effort for delta smelt

A Fresno federal judge ordered the government to scale back measures to protect the endangered delta smelt fish Wednesday, ruling the effort lacks evidence and will harm farms and cities that rely on water from the Sacramento San Joaquin River delta.
