City Councilman Gets $18,500 Fine

LOS ANGELES - The Los Angeles city ethics commission Wednesday levied an $18,500 fine against Councilman Hal Bernson and his campaign treasurer, Leo Howard, for accepting $11,600 in excess campaign contributions during Bernson's 1999 re-election campaign.
