State May Have to Concede Rate Powers

SAN FRANCISCO - Pacific Gas and Electric Co. won a bankruptcy court ruling Tuesday that may force California officials to decide by mid-September whether to submit claims for reimbursement for electric power purchases, a move that could risk the state's authority over utility rates.
