Wilson Moves Swiftly to Elevate Justice, Judge to Vacant Seats

SAN FRANCISCO - Moving quickly to take advantage of a last-minute vacancy, Gov. Pete Wilson on Thursday named Associate Justice William McGuiness to succeed retiring Justice Michael Phelan as a presiding justice on the 1st District Court of Appeal, then selected Contra Costa Superior Court Judge Patricia Sepulveda to take McGuiness' old seat.
