LOS ANGELES — A $1.4 billion agreement that would resolve all outstanding and future disability claims against the city of Los Angeles regarding access to public walkways for those with wheelchairs, scooters and walkers was largely approved Tuesday by a federal judge, who ordered additional evidence before granting plaintiffs' $13 million attorney fees request.
