Court rules Lawrence Livermore properly analyzed risks

The 9th Circuit U.S. Court of Appeals ruled Tuesday that the Energy Department adequately analyzed the risk of a terrorist attack on a bioweapon research facility at the Lawrence Livermore National Laboratory as required by the National Environmental Policy Act.
