SACRAMENTO - Saying it is "outrageous" for taxpayers to foot the legal bills of an embattled utilities commissioner, a watchdog group asked Gov. Gray Davis on Thursday to reverse a decision by the president of the Public Utilities Commission to pay for the commissioner's defense.
