Elimination of 'panic defense' sends clear message

On Sept. 27, Gov. Jerry Brown signed Assembly Bill 2501, authored by Assemblymember Susan Bonilla and cosponsored by Equality California and Attorney General Kamala D. Harris. The bill eliminates the so-called "gay panic" and "trans panic" defenses, outrageous tactics used by defendants who claim their violent acts were triggered by the victim's sexual orientation or gender identity.
