State must look at environmental effects of massive groundwater bank

A Sacramento County Superior Court ordered officials to analyze impacts of the Kern Water Bank under CEQA, but stopped short of ordering the bank to cease operations or revert back to state control.

State officials must redo a study of the environmental impacts of a massive groundwater bank that operates in Kern County, a Sacramento County Superior Court judge has ruled.


The state handed over the bank's ownership to a local water authority several years ago. In the years since, environmental groups have voiced concern that it is being used to fuel unsustainable farming and development.
