The 9th U.S. Circuit Court of Appeals revived a lawsuit Thursday brought by Modesto-area Latinos who claim that the government discriminates against them by giving their white neighbors better services.
In 2007, a federal judge in Fresno dismissed all claims against the city of Modesto and Stanislaus County and ordered the plaintiffs to pay $36,400 in costs.
