Restoring Draft Risks Return Of Vietnam War-Era Upheaval

Forum Column - By Ruth D. Shapin - It is said that those who forget history are condemned to repeat it. In a recent article titled "Mandatory Military Service Will Build Morals, Character," (Forum, Nov. 15), Col. Norman G. Axe advocates a return to the military draft. He apparently has forgotten the national turmoil caused by the draft during the Vietnam War.
