O.C. judge mum on city outsourcing
Costa Mesa can't lay off city employees–at least not yet–an Orange County Superior Court judge has ruled.

Costa Mesa can't lay off city employees-at least not yet-an Orange County Superior Court judge has ruled. But Superior Court Judge Tam Nomoto Schumann's temporary injunction doesn't settle the question of whether the city can ultimately outsource services to private companies. That appears to be an issue for trial.
The ruling scuttles the city's plans to lay off more than 100 employees and contract out services to private companie...
