Ruling Props Up Drug Treatment
LOS ANGELES - Once again reinforcing Proposition 36, an appellate court Tuesday ruled that trial courts have the authority to dismiss prior convictions in order to sentence a nonviolent drug offender to treatment rather than incarceration under the voter-approved initiative.
