Historically, transit funding was very hierarchical. Local governments paid for roads within the city, counties paid for streets between local communities, states would fund the major lines that connected major cities, and the federal government took a back seat. The federal government would share in the expense for state and county roads via matching funds but there was no direct federal funding program.
