SACRAMENTO — California's legal community cheered when Gov. Jerry Brown appointed 23 new superior court judges just before Christmas.
But when the Judicial Council released a monthly report this week, it showed 70 vacant positions as of Jan. 31, down just nine from a month earlier. The immediate reason was a wave of retirements that nearly offset the almost two-dozen new judges.
