Governor moving deliberately to fill judicial vacancies

Defenders of Gov. Jerry Brown say he is appointing judges no slower than his predecessor, but some critics wish he would pick up the pace.

SACRAMENTO — California's legal community cheered when Gov. Jerry Brown appointed 23 new superior court judges just before Christmas.

But when the Judicial Council released a monthly report this week, it showed 70 vacant positions as of Jan. 31, down just nine from a month earlier. The immediate reason was a wave of retirements that nearly offset the almost two-dozen new judges.
