Hearings on potential 9th Circuit split revived

Chief Judge Sidney R. Thomas will cite technological advancements and landmark efficiency programs in his testimony favoring a united circuit court

"You might say, 'Here we go again,'" then-Senator Jeff Sessions memorably uttered at the news of yet another hearing on whether or not to split liberal California and some outlying islands off into a new standalone 9th U.S. Circuit Court of Appeals.
