9th Circuit appoints chief executive

Elizabeth "Libby" Smith joins the 9th Circuit from the District of Idaho.

Elizabeth A. "Libby" Smith, who currently oversees federal courts for the U.S. District of Idaho, has been appointed the new chief executive for the 9th U.S. Circuit Court of Appeals, chief judge Sidney R. Thomas announced in a statement Friday.
