SAN FRANCISCO — Gov. Jerry Brown has a rare opportunity to appoint a majority of justices on California's highest court once Justice Kathryn M. Werdegar officially steps down in August.
Brown appointed Goodwin H. Liu in 2011 and Mariano-Florentino Cuellar and Leondra R. Kruger in 2014 to the state Supreme Court.
