Judge agrees with utility in water battle with private ranch owner

A state judge has ruled that a Santa Barbara County water district has senior rights to water that flows from a private bedrock to its basin.

The first phase of a trial over central coast water rights has ended with a Santa Barbara County judge siding with a public water utility in its lawsuit against a private ranch owner, according to the judge's tentative decision.
