SAN FRANCISCO - Justice James R. Lambden of the 1st District Court of Appeal has told colleagues he plans to step down from the bench in July, creating a second vacancy at the San Francisco-based appellate court.
"I think he's too young to retire," said Justice J. Anthony Kline, presiding justice of the court's Division 2, on which Lambden sits.
