Chief counsel to state air board talks shop

Ellen M. Peter, chief counsel for the California Air Resources Board, spoke to the Daily Journal about the agency's requirement that automakers sell zero-emission vehicles and efforts to head off fraud in the state's cap and trade market.


When the Legislature passed a groundbreaking 2006 law requiring the state to slash greenhouse gas emissions, it largely left the details of how to accomplish the task to a single state agency, the California Air Resources Board.
