SAN FRANCISCO - Raising new allegations that Alameda County prosecutors routinely kept Jews and blacks off death penalty juries in the 1980s and early 1990s, the state's office of capital habeas appeals now has identified a second former prosecutor who purportedly has confirmed the practice.
