Court's OK of Report Paves Way for Resort
LOS ANGELES - An appellate court decision paves the way for Laguna Beach to build the sprawling, ocean-view Treasure Island Resort. The city properly certified an environmental impact report to approve the 21-acre beach resort project, the 4th District Court of Appeal ruled Tuesday, affirming a lower-court decision. Atherton v.
