Chief Justice Appoints Panel to Study Prop. 36

SAN FRANCISCO - Worried that the state's trial courts are unprepared to handle a flood of drug offenders entitled to treatment under Proposition 36, Chief Justice Ronald M. George said Tuesday he will name a working group to advise the state Judicial Council on implementation of the measure.
