State appellate court dings San Diego's transit and housing plan's climate analysis

Officials must look at Gov. Arnold Schwarzenegger's executive order calling for steep greenhouse gas cuts by 2050 when doing CEQA reviews of long term planning efforts, court rules.

A divided state appellate panel on Monday ruled that the environmental analysis of San Diego's regional transportation and housing blueprint failed to properly look at climate change and public health effects, increasing the pressure on government agencies to take a longer view when looking at the greenhouse gas emissions of projects they are approving.
