Covington & Burling increased salaries last week for associates in its three California offices but not for those in its Washington, D.C. headquarters. A firm spokeswoman said in a statement that Covington's "approach is to maintain salaries at a competitive level in each market, and we are persuaded that we are achieving that objective."
