A Sacramento attorney has been arraigned on tax evasion charges, the U.S. attorney's office announced Wednesday. James Stewart Richards, 63, who also practices in Hawaii, is accused of concealing bank accounts and real estate properties from 1994 through 2003, according to the indictment.
