State Urges Auto Insurance Rate Overhaul

LOS ANGELES - Firing the latest salvo in a battle that has visited state courts for years, Insurance Commissioner John Garamendi said Thursday he will introduce new regulations requiring insurers to base auto rates primarily on a driver's record, rather than ZIP code.
