Rampart Victim Asks for Damages Under RICO

A day after his release from immigration jail, Oscar Ochoa, one of more than 100 people who had their criminal cases overturned because of the Rampart police scandal, filed a lawsuit in Los Angeles Superior Court, alleging civil rights violations.
