Police: Judges Told Them to Withhold Files
SAN FRANCISCO - A spokesman for the San Francisco police legal department said Tuesday that, upon the advice of unnamed local trial judges, the department stopped turning over certain personnel files sought by defense attorneys for a two-year period.
