Battle over LA storm runoff heads to 9th Circuit for third time

The circuit will decide whether injunctive relief is available given new lax water permit rules.

A long-running environmental battle over polluted storm water emptying out onto rivers and beaches in Los Angeles County will return to the 9th U.S. Circuit Court of Appeals on Thursday for the third time in nearly 10 years.
