Opinion casts cloud over State Bar's $1.6M transfer

Assemblyman calls on bar to rectify transfer after new Legislative Counsel opinion.

The State Bar cannot "under any circumstances" legally transfer funds from its Lawyer Assistance Program to its Client Security Fund, according to a recent opinion from the Legislative Counsel's office in Sacramento.
