LOS ANGELES - The U.S. Justice Department filed civil charges alleging two former Manatt, Phelps & Phillips LLP attorneys, and a Kentucky-based finance specialist, used abusive tax shelters to help clients avoid paying more than $40 million in corporate income taxes.
