Court Decision Could Stymie Props

A 3rd District Court of Appeal ruling stops the state Legislature from dictating how ballot initiatives are presented to voters.

Gov. Jerry Brown may find it harder to push through his budget proposal after a ruling from the 3rd District Court of Appeal. The decision, issued last week, eliminates the Legislature's ability to dictate how statewide ballot initiatives are presented to voters.
