Regulations Delay Return of Dogs to Park

SAN FRANCISCO - The battle by hundreds of dog walkers to reopen popular bluff trails at Fort Funston closed by the U.S. Park Service has come down to a legal question of whether the closure was "highly controversial" under federal regulations and thus required 60 days for public comment.
