Eastern District struggles under workload, judicial shortage

The Eastern District of California, overwhelmed by litigation and habeas petitions from prisoners without extra judges to handle it, continues to struggle to deal with its workload.

U.S. District Judge Lawrence K. Karlton, 77, still wakes up every weekday morning, heads to the courthouse in Sacramento, puts on his robe and proceeds to his daily job of administering justice.

He and four Eastern District of California colleagues are pitching in while on senior status to prevent an overloaded caseload - the busiest in the nation - from getting worse.
