Cities spend the bulk of their budgets on personnel. So especially in tough economic times, employee compensation is a key issue in crafting a balanced budget.


As outside labor negotiator for the city of Los Angeles, Rodriguez Moisa helped strike a deal with the Coalition of Los Angeles City Unions to require workers to pay 4 percent of their salary toward retiree costs.
