Law enforcement officers are under increasing scrutiny over how they deal with the mentally disabled, Ramirez said, especially when confrontations turn deadly.


"People say, 'You need more training, you should know they are emotionally disabled as soon as you see them,'" he said. "But there is still a threat and you have to deal with the threat first, before you can deal with the underlying problem."
