LOS ANGELES - Sidestepping lawyers from Los Angeles City Attorney Rocky Delgadillo's office, the City Council has retained an outside law firm to defend the city in a highly publicized lawsuit brought by a black firefighter who says his colleagues harassed him by surreptitiously feeding him dog food.
