Crisis May Prompt County to Tighten Purse Strings

LOS ANGELES - In contrast to the city of Los Angeles' recent rosy fiscal forecast, Los Angeles County, burdened with soaring energy expenses and a costly and politically constrained Health Department, expects to tighten purse strings in coming years, the county's top administrator said Monday.
